Most Google Ads accounts for lead-gen businesses are only tracking form fills and phone calls. That's a problem. A form fill is a lead. A closed job is revenue. Google's Smart Bidding only gets smarter when you feed it the conversion that actually matters: the one where money changed hands.
Offline conversion tracking closes that loop. You capture the Google Click ID (GCLID) when someone submits a form, store it in your CRM, and when that lead becomes a client, you send the conversion back to Google Ads. Smart Bidding then learns which search terms, audiences, and ad combinations are actually finding people who close.
HubSpot and Pipedrive are the two CRMs that come up most for service businesses in this setup. They handle the integration differently, and the right choice depends on which you already use and how much setup work you're willing to do.
The Short Answer
HubSpot has a native Google Ads integration in Marketing Hub that stores GCLIDs automatically and can trigger offline conversion uploads when a deal closes. The catch: you need Marketing Hub Professional (~$800/month) to get full workflow automation for the conversion upload step.
Pipedrive has no native Google Ads offline conversion integration. You capture the GCLID in a custom field and use Zapier or Make to send the conversion upload when a deal stage changes. More setup, lower cost.
For most small lead-gen businesses already on Pipedrive: the Zapier approach works fine and is significantly cheaper than switching to HubSpot Professional.
For businesses already on HubSpot Professional: the native integration is cleaner and worth using.
The CRM choice matters less than actually capturing the GCLID correctly from day one. Miss that step and neither tool can help.
What offline conversion tracking actually does
When someone clicks a Google Ad, Google appends a GCLID parameter to the URL. It looks like this: ?gclid=CjwKCAjw.... Your website needs to capture that parameter and pass it through the contact form so it gets stored in your CRM alongside the lead's name and email.
When that lead later becomes a client, you upload a conversion to Google Ads containing the original GCLID, a timestamp, and optionally a conversion value (the deal size). Google matches the GCLID to the original click and records it as a conversion in your account.
This matters for three reasons:
Smart Bidding optimises toward whatever conversion you tell it to. If you're only telling it about form fills, it optimises toward form fills. Feed it closed deals and it starts finding more people who close.
You can see which campaigns produce revenue, not just leads. A campaign with 50 form fills at €30 CPL might only close 3 deals. Another campaign with 20 form fills at €60 CPL might close 12. The second one is worth twice as much.
Junk leads from Google Ads stop influencing your bidding. If low-quality leads never become offline conversions, they don't teach Smart Bidding anything.
How HubSpot handles it
HubSpot's Google Ads integration lives inside Marketing Hub. When active, it automatically captures the GCLID on form submissions and stores it in the contact record. You don't need to build custom GCLID capture logic on your website.
The integration also pulls ad performance data directly into HubSpot: you can see which campaigns and ad groups are generating contacts and deals without leaving the CRM.
For the offline conversion upload step, HubSpot uses Workflows. When a deal reaches a specific stage (Closed Won), a workflow fires and sends the conversion back to Google Ads with the stored GCLID. This is where the tier requirement matters: Workflows are a Marketing Hub Professional feature, which starts at around $800/month.
HubSpot Starter (from ~$20/seat/month) includes the Google Ads integration for viewing ad data and GCLID capture, but automated offline conversion uploads via Workflows require Professional. Without workflows, you'd need to export a conversion file manually and upload it in Google Ads.
Pro Tip: HubSpot's auto-GCLID capture only works on forms embedded through HubSpot's form builder or tracked via the HubSpot tracking code on your site. Forms built in other tools (like Gravity Forms or Typeform) need separate GCLID capture logic.
How Pipedrive handles it
Pipedrive is a sales-focused CRM. There's no native Google Ads integration for offline conversion tracking. To make it work, you need three things:
A custom field in Pipedrive to store the GCLID (set this up under Settings > Data Fields).
GCLID capture on your website forms that passes the value into that Pipedrive field when a lead comes in. This requires a small piece of JavaScript on your site (or a form tool that passes URL parameters to hidden fields).
A Zapier or Make automation that watches for deal stage changes (Won) and fires a Google Ads conversion upload with the stored GCLID.
The Pipedrive + Zapier approach is well-documented and works reliably once set up. The main cost is Zapier (from $20/month on the Starter plan, depending on the number of tasks you need). Pipedrive itself starts at €14/month per user on the Lite plan, with the Growth plan at €39/month being more practical for teams.
One advantage of the Zapier approach: you can also route conversion data to other destinations at the same time (a reporting sheet, a Slack notification, another CRM). The pipeline is transparent and modifiable.
Keep in Mind: Zapier's free plan has a task limit that low-volume lead-gen businesses sometimes stay under, but paid plans are needed for reliable automation at any reasonable deal volume. Budget €20-50/month for the automation layer.

The economics are stark. If you're on Pipedrive with Zapier, you might pay €50-100/month total for a small team. To get the equivalent automation natively in HubSpot, you're at $800/month minimum. For most service businesses generating 20-100 leads a month, that's a large gap.
The counterargument: if you also need HubSpot's email marketing, sequences, and marketing automation, the Professional tier starts making sense for reasons beyond just Google Ads conversion tracking.

When HubSpot wins
HubSpot is the right choice for offline conversion tracking when:

The step that matters most regardless of CRM
Both CRMs fail at offline conversion tracking if the GCLID isn't captured correctly at the lead submission stage.
The GCLID lives in the URL as a parameter. If your form doesn't pass it to a hidden field, it disappears when the form is submitted. Neither HubSpot nor Pipedrive can recover a GCLID that was never stored.
The setup steps:
Add auto_tag to your Google Ads account settings so GCLIDs are appended automatically.
On your landing page, add JavaScript that reads the gclid URL parameter and populates a hidden form field.
Ensure your form tool (or CRM form) captures that hidden field and passes it into the CRM record.
Test by clicking an ad, submitting a test form, and checking whether the GCLID appears in the CRM contact record.

For accounts I run, the starting question is always which CRM the client is already using. Switching CRMs is a much bigger decision than setting up an integration.
If they're on Pipedrive, we set up GCLID capture on the landing page forms, build a simple Zapier workflow for the conversion upload when a deal is marked Won, and test with a few manual conversions before switching to full automation. Setup takes a few hours. Ongoing maintenance is close to zero.
If they're on HubSpot Starter, we set up manual CSV conversion uploads (not ideal but functional) or look at whether upgrading to Professional is justified by their deal volume and value.
